People wait doing nothing prior to each rally. Can the campaign have a voter registration specialist for each state speak for 10-15 minutes prior to the other motivational speakers? Rally attendees can register to vote then and there using their smartphones. Then say, "Now that you know how, please do this with your group of friends who could not be here tonight, this is how grassroots orgainzing wins".
